Building a Digital Backbone for Certification, Plan Appraisal, and Lifecycle Governance

The Indian Register of Shipping (IRS), a globally recognized ship classification society, embarked on a digital transformation journey to modernize its ePlan platform and core certification processes.

With increasing regulatory complexity, multi-disciplinary approvals, and high document volumes, IRS required more than system enhancement it required a robust digital backbone powered by the 3DEXPERIENCE platform.

BWC Labs partnered with IRS to architect, implement, and subsequently upgrade a mission-critical ePlan system aligned to classification, compliance, and certification workflows.

The Business Challenge

IRS operates in a highly regulated marine ecosystem where classification, certification, and statutory compliance demand precision and traceability. Key challenges included: 

  • Fragmented workflows across SRF submission, plan appraisal, certification clearance, and contract management
  • Manual dependencies in stamping, annotation, encryption, and documentation processes
  • Complex sign-off structures across PAC, Survey Stations, and technical departments
  • Multi-project structures including New Construction (NC), Class Entry, ModConv, ERS, MRV, IMO DCS, and more
  • Need for seamless integration with IRS SRF Portal, Customer Portal, and ORS systems
  • Requirement for strict role-based access aligned to organizational hierarchy
IRS needed a governed, scalable, and API-integrated PLM backbone that could digitize and orchestrate these processes without disrupting operations.

Process Transformation & Platform Configuration

We studied IRS’s As-Is certification workflows and mapped them into structured 3DEXPERIENCE processes, covering:

  • SRF validation and approval
  • Automated sign-off matrix routing
  • Plan appraisal workflows with role-based responsibilities
  • Mark-up, stamping, encryption, and document governance
  • Sister Ship management and standard plan automation
  • Certification clearance and project completion workflows

The result was a digitally governed To-Be workflow fully embedded within 3DEXPERIENCE.

Enterprise Integration Architecture

BWC engineered bidirectional API-based integrations between 3DEXPERIENCE and:

  • IRS SRF Portal
  • IRS Customer Portal
  • ORS (Online Reporting System)

Critical data exchanges included:

  • Project metadata and certification statuses
  • Plan appraisal status and revision tracking
  • Clearance status and deliverables
  • Contract and milestone data

This ensured real-time synchronization across systems and eliminated manual reconciliation.

Governance & Role-Based Control

The platform was configured to reflect IRS’s organizational structure, including:

  • Department-level access control
  • Project-level restrictions
  • Role-based task assignments
  • Secure export and compliance controls

The implementation ensured regulatory traceability while maintaining strict operational governance.

Enterprise Upgrade to 3DEXPERIENCE 2024x FD04
Following initial deployment on 2023x, BWC executed a structured upgrade to 2024x FD04 to enhance platform performance and stability.
Upgrade Complexity
The upgrade was executed across three environments:
  • Development
  • Test
  • Production
IRS operated a distributed 7-server architecture with High Availability (HA), including:
  • Dedicated application and database servers
  • Indexing infrastructure
  • Multiple web/process nodes
  • Two File Collaboration Servers (FCS) supporting high-volume document handling
Given the mission-critical nature of classification workflows, downtime tolerance was minimal.
BWC Upgrade Execution
  • Conducted infrastructure readiness and compatibility assessments
  • Validated custom workflows and API integrations pre-upgrade
  • Executed phased Dev → Test → Production migration
  • Performed regression validation across certification and appraisal workflows
  • Ensured FCS synchronization and indexing integrity
  • Completed controlled production cutover with rollback readiness
The upgrade was completed without data loss or operational disruption.
